  • The Heroin Action Coalition of Carroll County (HACCC)is a non-profit outreach program for families dealing with substance use disorders and heroin addiction. HACCC offers support and education to individuals, families, and communities struggling with issues caused by substance use disorders and heroin addiction. Because addiction is a chronic, relapsing disease, we need to be vigilant in our efforts to prevent the spread of substance use while concentrating on the rehabilitation of those already lost to addiction. While we focus on heroin addiction screening for and treatment of all substance use disorders is our goal.
